Language courses in New York: free adult English, CUNY CLIP and institute fees

Quick answer: New York City has two big free routes to English: the NYC Department of Education’s tuition-free adult education for residents aged 21+ without a US high school diploma, and free English classes at the New York Public Library. CUNY’s CLIP immersion programme costs $180 a semester for New York State residents. For other languages, the Instituto Cervantes charges $620–$650 for 30 hours of Spanish and Japan Society charges $360 for a 10-class Japanese course.

How public language classes work in New York

Adult English in New York City comes through three public systems. The NYC Department of Education runs adult education classes in Adult Basic Education, high school equivalency, career and technical education and English (ESOL). The city says these classes are tuition-free and are open to New York City residents aged 21 or older who do not have a US high school diploma or equivalency, with classes in all five boroughs.

The City University of New York (CUNY) runs the CUNY Language Immersion Program (CLIP) for students who have been accepted to CUNY but need to improve their academic English. Classes meet 25 hours a week, five hours a day, and students can stay for up to a year. Queensborough Community College lists the fees: $180 for fall and spring and $75 for summer for New York State residents of at least one year; $450 and $180 for others; and $45 and $18 for SEEK, College Discovery and public assistance students.

CUNY colleges also run non-credit continuing education. LaGuardia Community College opens its college language classes to the public on a non-credit basis for $320 a course, with books extra, although its page said in September 2026 that the programme was not taking enrolments.

L’Alliance New York runs 10-, 5- and 2-week French courses in Manhattan and online; it does not print tuition on its adult classes page, but it lists a $10 registration processing fee per class and a free one-year membership, valued at $99, with courses of a week or longer.

Free English at the library

The New York Public Library runs free in-person and online English classes at branches in the Bronx, Manhattan and Staten Island. Its series-based classes meet one or two days a week for 10 weeks, three times a year plus a shorter summer cycle, at beginner, intermediate and advanced levels, after an information session and a placement test; learners must be 18 or older. It also runs free conversation classes, including a series with the Mayor’s Office of Immigrant Affairs from 5 October, where walk-ins are welcome. Brooklyn and Queens have their own library systems. Private lessons and schools: typical prices

A 2026 italki price guide puts in-person private tutors in New York and Los Angeles at $35–$80 an hour, above the $20–$55 it gives for smaller cities. At the institute end, the Instituto Cervantes New York charges $154 an hour for private Spanish lessons (10-hour minimum). National ranges are in our US language course costs guide.

How to choose a language course in New York

No US state licenses leisure language teachers, so compare providers on what they publish and what they will put in writing:

  • Level and outcome. Ask which CEFR level (or the provider’s own level) the course starts and finishes at, and how many teaching hours that takes. Our guide to CEFR levels from A1 to C2 explains the scale most institutes use.
  • Price per hour, not per course. Sessions in the sources below run from 4 to 12 weeks and from 1 to 3 hours a class, so divide the fee by the teaching hours before comparing.
  • What is extra. Books, registration fees and membership are often charged separately from tuition.
  • Eligibility for free classes. Publicly funded adult education usually has age, residency or documentation rules, so ask what to bring before you go.
  • Refunds and transfers. Ask for the refund policy in writing before you pay; most institutes only refund before the first or second class.
  • Official exams. If you need a certificate, ask whether the institute is an exam centre: see DELE, DELF and the Goethe-Zertifikat and the JLPT.
