Quick answer: Houston City College (formerly Houston Community College) runs grant-supported adult ESL classes at beginning, intermediate and advanced levels for adults 18 and over, and the Harris County Department of Education says all its adult education classes are free. Houston Public Library runs free English and conversation classes. For other languages, Rice University’s Foreign Language Program charges $530 for an 8-week session in 2026.
How public language classes work in Houston
Houston City College, the new name of Houston Community College, runs the Adult Education and Literacy (AEL) programme, with English as a Second Language taught in reading, listening, speaking and writing at beginning, intermediate and advanced levels. Applicants must be 18 or older, fill in the college and OneFlow applications, and take the BEST 2.0 assessment for placement. Adults aged 19+ need a government-issued photo ID with a date of birth, and the college says the services are supported by the Gulf Coast Workforce Board. The college’s pages we read did not state a fee; a FOX 26 Houston report described a $20 non-refundable processing fee, so ask at orientation.
The Harris County Department of Education (HCDE) runs a separate adult education programme from its learning centre on Irvington Boulevard; its site says all its classes are free, including English, GED and certification programmes.
Houston City College’s credit courses, including world languages, cost $84.50 per semester hour for in-district residents and $180.50 for out-of-district residents. Its non-credit continuing education courses charge a flat fee per programme instead.

Rice’s programme, run with the Glasscock School of Continuing Studies, teaches Spanish, French, Italian, Portuguese, Arabic, Russian, Japanese and Mandarin Chinese in four 8-week sessions a year. At $530 for 24 hours it works out at about $22 an hour, and continuing students re-enrolling within a year get $45 off. The Alliance Française de Houston runs adult French at levels A1 to C1 in Montrose; its adult classes page lists the fall timetable but not prices, so ask when you book.
Free English at the library
Houston Public Library runs free English classes at its branches, and its event listings show what that looks like: free in-person English Language Learning classes at the Alief-David M. Henington Regional Library with textbooks provided, and a free “News for You” conversational English series at Kendall Neighborhood Library in June and July 2026. Mango Languages is also available through the library. Preparing for citizenship? See the US naturalization English test.
Private lessons and schools: typical prices
We have not found a Houston-only price survey, so use the national ranges in our US language course costs guide: italki’s 2026 guide gives $30–$100+ an hour for in-person tutors and $20–$55 in cities outside the most expensive metros.

How to choose a language course in Houston
No US state licenses leisure language teachers, so compare providers on what they publish and what they will put in writing:
- Level and outcome. Ask which CEFR level (or the provider’s own level) the course starts and finishes at, and how many teaching hours that takes. Our guide to CEFR levels from A1 to C2 explains the scale most institutes use.
- Price per hour, not per course. Sessions in the sources below run from 4 to 12 weeks and from 1 to 3 hours a class, so divide the fee by the teaching hours before comparing.
- What is extra. Books, registration fees and membership are often charged separately from tuition.
- Eligibility for free classes. Publicly funded adult education usually has age, residency or documentation rules, so ask what to bring before you go.
- Refunds and transfers. Ask for the refund policy in writing before you pay; most institutes only refund before the first or second class.
- Returning-student discounts. Rice takes $45 off each session for continuing students re-enrolling within a year; first-time students pay the full price.
