Quick answer: Leeds City Council runs adult ESOL classes in schools, children’s centres and community venues across the city, and funds courses at partners such as Swarthmore Education Centre, where council-funded ESOL is free for eligible learners. For foreign languages, the volunteer-run Horsforth Evening Classes charge £107 a term for Spanish (£97 reduced). Leeds Libraries cards unlock free Road to IELTS preparation and Oxford Dictionaries in many languages.
Council adult learning in Leeds
Leeds City Council lists its adult courses on the Leeds Adult Learning website. For autumn 2026 these include “ESOL – Reading for Everyday Life” (for adults aged 19+) at venues such as Merrion House Hub and the Hamara Centre, and “ESOL for Schools”, which helps parents communicate with schools, nurseries and colleges, held in schools, children’s centres and community centres such as Little London Children’s Centre, New Wortley Community Centre, Richmond Hill Primary Academy and Hunslet Carr Primary School. Classes typically run for two to three hours a week over six to twelve weeks.
The council also funds courses at partner organisations. Swarthmore Education Centre, near Woodhouse Square, marks council-funded courses with an “L” code (subject to eligibility) and its self-funded leisure courses with an “S”. Its autumn ESOL E1–E2 class, a two-hour weekly session for ten weeks, is listed as free. Swarthmore says it will confirm each enrolment once a course has enough learners and your funding eligibility is checked.
When we checked in September 2026, neither the council’s adult learning listings nor Swarthmore’s course list included a French, Spanish or other foreign language class, so leisure languages in Leeds come mainly from community evening classes, cultural and private schools, and tutors.

ESOL and funding in Leeds
Leeds follows the national Adult Skills Fund rules for 2026 to 2027: ESOL up to level 2 is fully funded for learners earning under £26,800 or unemployed, and co-funded for others. Leeds City College also runs ESOL for adults; it says fees for part-time and 19+ courses vary, that some courses are not government funded and so have no waivers, and that fees over £100 can be paid in instalments. Our explainer on free ESOL classes in England covers the rules in full.
Libraries and free resources
Leeds Libraries’ digital library includes several tools useful to language learners, available from home with your library card number (add the prefix “LDP” where asked):
- Road to IELTS, an online preparation course for the IELTS exam;
- Oxford Dictionaries All Languages, for meanings, pronunciation and translation;
- Oxford English Dictionary.
A 2021 post on the Migration Partnership website noted that the libraries also lend books in Arabic, Farsi and other languages, and easy readers for adults learning English. If you are preparing for IELTS, compare it with the other options in our IELTS, TOEFL and Cambridge comparison.
Private lessons and schools: typical prices
We have not found a reliable Leeds-only price survey for private tutors, so use the national ranges in our UK language course costs guide: private tutors average £14–£22 an hour on one tutoring marketplace (Findtutors) and £35–£50 in an agency guide (TutorCruncher). The Horsforth Evening Classes fee is a good local benchmark: £107 for a term of two-hour weekly classes.

How to choose a language course in Leeds
- Level and outcome. Ask which CEFR level the course starts and finishes at, and how many teaching hours that takes. Our guide to CEFR levels from A1 to C2 explains what each level means.
- Price per hour, not per course. Courses run for anything from 5 to 30 weeks and from 1 to 3 hours a class, so divide the fee by the teaching hours before comparing.
- What is extra. Coursebooks, registration fees and exam fees are often charged separately.
- Concessions and evidence. Publicly funded providers usually need proof of benefits, income or residency at enrolment, so ask what to bring.
- Refunds and cancellation. Ask for the refund policy in writing. If you book online or by phone, you may have a 14-day cancellation right: see cancelling a language course.
For council-funded courses, ask whether you need to attend an assessment first and what proof of income or benefits to bring. Swarthmore, for example, asks you not to enrol twice and sends a payment request only once a course has enough learners.
