Language courses in the UK: local guides and costs

Quick answer: the cheapest way to learn a language in the UK is usually through public adult education. ESOL (English for speakers of other languages) is free up to level 2 in England for adults earning under the national threshold, and many council and college language classes have concession rates. University evening courses and cultural institutes cost more but often run longer and at more levels. Our local guides set out what each city actually publishes.

Language courses in the UK come from four kinds of provider: council and college adult education services, university language centres that open their evening courses to the public, cultural institutes such as the Instituto Cervantes and the Alliance Française, and private schools and tutors. Each sets its own prices, and publicly funded courses depend on where you live, what you earn and your residency status.

England, Scotland and the big combined authorities fund adult learning in different ways. London’s Adult Skills Fund is run by the Greater London Authority, the West Midlands sets its own earnings threshold, and Scottish colleges use a fee waiver system. Our city guides are built from the fee and funding pages these providers publish, read in September 2026.
